JOINT PRESS STATEMENT: BOTSWANA RECEIVES ITS FIRST SHIPMENT OF THE COVID-19 SHIPMENT FROM COVAX
Gaborone, 27th March 2021 – After a year of disruptions due to the COVID-19 pandemic, with more than 36 000 people infected, over 500 lives lost, and thousands of families affected in countless ways, the path to recovery for Botswana can now begin with the arrival of a vaccine for COVID-19.
The delivery of the first 33 600 doses of the AstraZeneca South Korea COVID-19 Vaccine licensed to SKBioscience in Korea, is part of the largest, most complex global roll-out of vaccines in history through the COVAX Facility which plans to deliver at least 2 billion doses of COVID-19 vaccines by the end of this year. This is an unprecedented global effort to make sure all citizens have access to vaccines.
“UNICEF is proud to support the Government of Botswana in this vital work. Availability of vaccines will go a long way in protecting the lives of Batswana from the COVD-19 scourge. Each step on this journey brings us further along the path to recovery for Batswana children and their families affected by COVID-19 and importantly the start of the vaccination roll-out brings immense hope for the population of Botswana.” Joan Matji, UNICEF Representative for Botswana.
The shipment received today is the first tranche of many that will be allocated to Botswana in the coming months through the COVAX Facility. The facility is working to accelerate the development of and access to COVID-19 vaccines. It is co-led by the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the Vaccine Alliance, the World Health Organization (WHO) working in partnership with UNICEF as well as the World Bank, manufacturers, civil society organizations and others.
“WHO and the COVAX partners are happy to support the Government of Botswana in combating COVID-19. These vaccines will complement the other public health measures including wearing of masks, handwashing and social distancing. Botswana has done a tremendous job in their efforts to control the disease and roll out vaccination. We commend their efforts and reaffirm our commitment to support them further.” WHO Representative, Dr Josephine Namboze.
To facilitate vaccinating against the COVID-19 scourge, the Ministry has launched an on-line COVID-19 vaccination self-registration portal for eligible vaccine beneficiaries to register. The on-line self-registration will assist in identifying the eligible vaccine beneficiaries as well as help plan for the distribution of vaccine. “Once registered, the Ministry of Health and Wellness will communicate with the enrolled individuals about vaccination program, eligibility, place of vaccination, follow-up and appointments” Director, Health Services, Dr. Malebogo Kebabonye.

STATEMENT BY THE HONOURABLE MINISTER OF HEALTH AND WELLNESS ON THE COVID-19 NATIONAL DEPLOYMENT AND VACCINATION PLAN

1. Bagaetsho, despite the ravaging effect of the COVID-19 global pandemic, my Ministry is privileged to share with the nation a progress update on measures being taken by the Government of the Republic of Botswana to combat the disease and to reduce its adverse impact.
2. I wish to preface my brief with the heartening news that through Africa’s continental platform, MTN- a leading mobile network- has donated a total of US$25 million worth of vaccines to support the African Union’s (AU’s) COVID-19 vaccination programme.
3. The donation will help secure up to seven (7) million doses of COVID-19 vaccines, which are intended to cater for frontline workers across the continent. As part of the AU, Botswana stands to benefit from these.
4. I now wish to share with the Nation, the Botswana Government overview of the COVID-19 National Deployment and Vaccination plan (NDVP), and the country’s progress towards securing the much needed COVID-19 Vaccine.
5. As part of the broader strategy of fighting the COVID-19 pandemic, the Government has embarked on an initiative to acquire, and quickly deploy safe and secure vaccines for the citizens and residents of Botswana.
6. This program is in line with the Ministry of Health and Wellness’ Expanded Program on Immunisation; as well as the Public Health Act 2014, regarding the Prevention of the Spread of Immunisable Diseases and their Re-emergence.
7. The Government has, thus far, identified different platforms for the procurement of vaccines. Furthermore, payments approximating US$10million have already been made, in order to secure the various vaccines. This allocation is population based. The said platforms are as follows:
i. COVAX Facility: Through this platform, the Government has secured enough doses to cover its frontline workers.
ii. African Medical Supplies Platform through African Union (AU): The African Vaccine Acquisition Task Team (AVATT) established by the African Union has been able to secure a provisional 270 million for Africa—from which Botswana will receive its share.
iii. Private Sector: Bagaetsho, as you will all be aware, the government cannot successfully combat the pandemic on its own. So, I am pleased to share that we are engaging with the wider private sector, and other partners, to facilitate the availability of these vaccines to all of us. The private sector has received our pleas for collaboration, and has come up with ideas on how it can contribute to protect its employees, their families and the communities around it.
8. With the above strategic participation by the country, considerable work has been done to ready the country to receive such vaccinations; once the allocations are announced and distributed.
9. In terms of the law and policy, coordination structures have been set up to ensure the ethical, equitable and timely distribution of the vaccine across the country; in order to reach the citizens. As a country, our aim is to reach population impact coverage.
10. The administration or distribution of vaccines will be done in phases. The initial phase will, however, focus on the health system strengthening and economic activity revival.
11. This consideration requires that there be prioritisation of key populations such as healthcare workers and those that participate in essential service. The idea is to reach these first so that they can then be ready to spread around the country and attend to the rest of the population.
12. Finally the public should be reassured that more communication as to the deployment and vaccination plan will be shared within a reasonably short period of time.
13. I must reiterate that the main goal of our COVID-19 vaccine deployment and vaccination plan is to save lives and mitigate societal and economic impact by reducing transmission and mortality due to the viral infections.
14. Bagaetsho, in accordance with the Public Health Act (2014), the COVID-19 vaccine will be administered free of charge, with intended universal coverage of the population.
15. In order to successfully reduce disease transmission and contain the pandemic, it will be imperative to ensure that the entire eligible population is vaccinated against the pandemic.
16. Bagaetsho, we need to strongly advise that these developments towards acquisition of the COVID-19 vaccine should not lead us into complacency; with the dire consequences of failing to protect ourselves against the disease.
17. The vaccine has the potential to reduce transmission and contain the pandemic, BUT, IT IS NOT A CURE, but a protection with limitations.
18. With the COVID-19 increasing disease-burden, we will have to continue to adhere to the COVID-19 safety protocols of wearing a face mask, washing hands, social distancing, and sanitizing where possible.
